Referring to previous correspondence ending with your Despatch No. 282 of 30th. September, I have the honour to inform you that Mr. H. P. Winslow has applied for payment of expenses amounting to 8250 incurred by him in passages for him- -self and his wife and in removal of his effects from Shanghai.

Mr. Winslow, as you will remember, was

appointed in the first instance on a two years' agreement and, although the question of passage was not raised at the time of his appointment and was not therefore included in the terms offer- -ed and accepted, I understand that it is usual under similar conditions for an officer to be paid the cost of his passage and that the provisions of Colonial Regulation 121 do not apply to

such cases.

On the other hand Mr. Winslow's appointment

is rather in the nature of a probationary than of a temporary appointment and he has every prospect of being confirmed in it and brought on the permanent Civil list, if he proves efficient.

I have therefore to request your instructions

as to whether Mr. Winslow's application should be granted, and whether he should be paid the cost of his own passage only or
